The office/unit/project structure and context:
The DREAMS Project is being implemented by the Department of Energy (DOE). The Implementing Unit at DOE is the Renewable Energy Management Bureau (REMB). The REMB Director is the DREAMS National Project Director. The PMU works closely in terms of project development and evaluation with the specialists/engineers of the Biomass Energy Management Division, Geothermal Management Division, Hydro and Ocean Management Division, Solar and Wind Energy Management Division and Technical Services Management Division. The Division Chief of the TSMD is the Assistant National Project Director that helps the NPD to oversee the day-to-day activities of the PMU and ensures that smooth coordination with the other Divisions.

A Project Support Group (PSG) composed of technical staff/specialist from the other Bureaus and divisions of DOE has been formed to provide technical advice in the implementation of the activities including monitoring and evaluation. A Project Steering Committee (PSC) has been established to serve as a policy and decision-making body for the project implementation.

The Office of the DREAMS PMU is at the 2nd Floor, Building 5, Department of Energy Compound, Rizal Avenue, Bonifacio Global City, Taguig, Metro Manila.
Rationale / background and the objectives of the unit or project:
The goal of the DREAMS is to reduce Greenhouse Gas (GhG) emissions from the Power Sector. An activity related to this goal is geared towards strengthening the capacity of Local Government Units (LGU), Distribution Utilities (DC), and other local organizations to raise investments and implement local RE projects either for households electrification and for Productive Uses of Renewable Energy (PURE). One final outcome, aside from GhG emission reduction, is for 20,000 households in far flung areas to obtain access to reliable sources of renewable energy.
How the required services will contribute to the work of the unit/project:
The Support Facility for RE (SF4RE) is a PhP 50 millions fund under the DREAMS project that provides goods and services to qualified partners. As of June 2021, at least PhP 40m worth of projects have been approved and at various stages of implementation while PhP 10m are for development. The Capacity Development Associate (CDA) will ensure that these projects are being implemented according to the TOR in coordination with local partners and specialists at REMB. Another facility is the RE Rural Electrification Modeling (RREM). The RREM has an allotted budget of PhP 20m. Annex A presents the profile of these projects.

The commissioning of these RE facilities are aligned with Outcome 2 and Outcome 3 of the DREAMS Projects and outputs 7, 12, 13 and 15. (See Annext B)
Specific challenges around the unit, project and/or work required (e.g., security risks involved in conducting the work in certain communities, certain cultures, and practices unique to the stakeholders, etc.)
There are no foreseen security risks. The major challenge for the CDA is to ensure close coordination among the stakeholders of the project through regular consultations and transparency in dealing with the Contractors that are installing the RE Facilities.

Duties and Responsibilities

The CDA-Technical Services will be supervised by the Project Manager under the general guidance of the National Project Director (NPD). Among the PMU members, the CDA-Technical Services will work closely with the DREAMS Capacity Development Associate. The sharing of responsibilities depends on the status of the proposal or RE facilities being developed or installed.

This is a full-time contract. The CDA-Technical Services will report daily at the Office of the DREAMS Project Management Unit during the work week subject to the work schedule guidelines and health work protocols of the DOE and the UNDP. An office laptop will be made available (but will not be owned by the CDA – Technical Services). Communication allowance, but excluding device, will likewise be provided.

Annex C is the Organigram of the PMU.

Required activities (scope, location, subjects, etc.) and other information on the nature of the work.
Annex A provides the list of projects and the expected work output. In general, the CDA is expected to conduct and accomplish the following:

1. Stage: Proposal development
Primary activities; Technical assistance to proponents to ensure compliance with proposal format particularly on the technical design of the RE Facility and proposed Bill of Materials
Main deliverable: complete proposal submitted to PMU

2. Stage: Proposal submitted
Primary activities:
coordinate with Technical Review Group at REMB and the Proponent for the review of proposal.
packaging of the proposal for submission to the Project Steering Committee (PSC) for approval.
Main deliverable: Endorsement of proposal to the PSC

3. Stage: Proposal approved

Primary activities: Participate in the preparation of the Terms of Reference for bidding in particular the technical design and the detailed specification for the Bill of Materials for the RE facility.

Main deliverable: Approved TOR for bidding

4. Stage: Bidding

Primary activities:

participate in the bid review as may be required and approved by the Procurement Unit.
Conduct Bid Post Evaluation as may be required.
Main deliverable: Bid Evaluation Report and Contract Awarded

5. Stage: Contract

Primary activities:

co-lead in the preparation of the Inception Plan
coordinate with REMB in the conduct of project monitoring.

6. Stage: Installation and Commissioning Completed

Primary activities:

Assist in the transfer of the asset of the RE Facility to the Partner organization
Training of RE facility operator or local partner as may be needed
Continuing monitoring of the Facility for at least 6 months
Assist the local partner to coordinate with contractor as may be required based on the Performance and Service Warranty Agreement.
Main deliverable: Training and Operations Report.

Competencies
Core Competencies:
Preparation and review of project proposal
Evaluation of bid proposals
Project monitoring of Contracts related to Engineering, Procurement and Construction Management
Technical Competencies:
Assessment of technical studies related to Energy facilities or Power generation projects
Fundamental operation of any renewable energy facility relying on the following resources, viz. biomass, geothermal solar, hydro, wind, ocean
Communication skills to conduct of technical training for non -technical people, e.g., local community-based technicians, plant operators, legislators
Required Skills and Experience

Education:
Graduate of Bachelor of Science in Engineering in any of the following fields: Civil, Electrical, Mechanical.
Experience:
Four (4) years of relevant experience working with the energy industries from power generation, and distribution and preferably companies in renewable energy.
Building working relationships with local government units, government agencies and local organizations
Has experience in working with organizations in the Energy Sector
Language(s) Requirement:

Spoken and written English, and Spoken Filipino
Spoken Visayan or Ilongo languages would be an advantage
