JOB DESCRIPTION
BACKGROUND
The mission of the Group on Data, Strategy and Innovation (DSI)is to support countries to attain universal coverage of health services for better and equitable health outcomes.
1. STRATEGIC DIALOGUE (DIA)
The development of a sound vision of Member States’ health futures that reconcile societal, environmental and economic development with the country’s health and development ambitions is a critical precondition for a health system transformation approach that puts countries on a sustainable development trajectory towards a health system that is ‘future proof’. Such development needs to be rooted in the generation of relevant data, their sound analysis, the maximization of innovation, and the central positioning of Universal Health Coverage as a shared platform for health service delivery. The objective of the Group is to be a driver, facilitator and technical lead of processes that enable a strategic dialogue (SD) for health system transformation in Member States based on close collaboration across the divisions in the Regional Office and in Country Offices.
At the turn of the decade, foresight and strategic planning were high on the agenda of WHO in the Western Pacific Region. In October 2019, the WHO Regional Committee endorsed For the Future: Towards the Healthiest and Safest Region – a collective vision for WHO’s work in the Western Pacific. By endorsing this vision, the 37 countries and areas in the Region committed to putting the future upfront and centre and to equipping their health systems to face it.
2. Innovation (INR)
The WHO Regional Office for the Western Pacific’s For the Future provides the strategic direction to create a healthier, safer region and future. It lays out a framework for four strategic priorities to guide the work of WPRO over the course of 2020-2024: health security, including antimicrobial resistance (AMR); noncommunicable diseases (NCDs) and healthy ageing; environmental health and the health impact of climate change; and reaching the unreached. These are all complex challenges that are unlikely to be addressed effectively without innovation, the first of seven operational shifts to help accelerate the achievement of For the Future
The consultant will work across two of the teams in DSI raising the profile of the work that the two teams are undertaking, supporting the establishment of the internal and external communities of practice and helping to advocate for innovation and futures oriented strategic dialogues in the countries.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
To provide strategic and operational communication support to the DIA and INR teams.

QUALIFICATIONS & EXPERIENCE
QUALIFICATIONS REQUIRED:
Essential: University degree in communication, business management or other relevant degrees.
Desirable: Master’s degree in business administration/management, communication or other relevant degrees.
EXPERIENCE REQUIRED:
At least five years’ experience in positions in global communication strategy. Experience in business communications planning and platform management. Experience in the use of social media (content development, posting, listening, handling campaigns/advocacy presence). Good knowledge of the dynamics of international public health work.
Desirable: Experience in working with strategic communications in an international context
SKILLS / TECHNICAL SKILLS AND KNOWLEDGE:
Excellent people and communication skills (oral and written). Strong management and coordination skills. Good knowledge of the dynamics of international public health work. Ability to work effectively and deliver outputs in a timely manner. Ability to work harmoniously as a member of the team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.
