JOB DESCRIPTION
1. Purpose of consultancy
It is proposed to engage a short-term consultant to provide technical assistance and support within the WHO Health Emergencies Programme (WHE) and COVID-19 Incident Manager Support Team (IMST) in the monitoring of the implementation of Public Health and Social Measures (PHSM) and Points of Entry (POE) measures, and provide support to Member States (MS) as needed.
2. Background
Since 2 January 2020, the three levels of WHO (WHO Country Offices, Western Pacific Regional Office and Headquarters) have been working together to respond to the outbreak of COVID-19. On 30 January 2020, WHO declared the outbreak a Public Health Emergency of International Concern (PHEIC). On 11 March 2020, the WHO Director General characterized COVID-19 as a pandemic. The mission of WHO’s Health Emergencies Programme (WHE) is to help countries and coordinate international action to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Under the supervision of the COVID-19 IMST Sub-pillar Lead for IHR and POE, the short-term consultant will support the monitoring of POE measures in the Region and the implementation of PHSM for COVID-19 response within the COVID-19 IMST.
3. DELIVERABLES
Under the supervision of the COVID-19 IMST Sub-pillar Lead for IHR and POE, the short-term consultant will:
Output 1: support MS in the implementation of PHSM through the regional COVID-19 IMST
Deliverable 1.1: documented analysis on the effectiveness of PHSM in the Western Pacific Region (WPR) to serve as basis for supporting MS in the implementation of PHSM
Deliverable 1:2: updated WPR interim guidance on PHSM as required
Deliverables 1.3: information and updates on PHSM implementation in WPR and other regions as appropriate presented at COVID-19 IMST meetings
Output 2: work with relevant pillars of the COVID-19 IMST for the development and maintenance (including periodical updates) of a database on PHSM in WPR
Deliverable 2.1: database on PHSM in WPR developed and periodically maintained
Output 3: support IHR and POE-related activities in general, including those specific to COVID-19 activities
Deliverable 3.1: attendance at IHR and POE-related meetings, including the daily COVID-19 IMST meetings
Deliverable 3:2: report on up-to-date IHR and POE measures instituted by MS for COVID-19
Deliverable 3:3: updated dashboard provided weekly or at frequency as decided by senior management
Output 4: provide technical support to MS to strengthen the implementation of POE measures as countries prepare for the opening of borders for international travel
Output 5: support the COVID-19 IMST Science & Research Pillar, particularly, but not exclusively, in the area of PHSM and POE measures
Deliverable 5:1 results of literature searches
Deliverable 5:2 updated guidelines
Deliverable 5:3 provision of information using a variety of media

Output 6: support any other related activities as directed by the Responsible Officer
Other deliverables:
• Monthly progress reports (with concrete evidence of appropriate deliverables as outlined in TOR)
• Final report at the end of consultancy
4. Qualifications, experience, skills and languages
EDUCATIONAL QUALIFICATIONS:
University degree in medicine or health-related science from a recognized university with an advanced degree in public health.
EXPERIENCE:
Work experience of 5 years in public health or health emergency preparedness and response including working knowledge on implementing and evaluating PHSM; implementation of border control/Points of Entry measures. Previous relevant work experience in an international organization.
SKILLS/KNOWLEDGE:
Proficient in standard office software applications
Presentation skills
LANGUAGES AND LEVEL REQUIRED:
Written and spoken fluency in advanced English is essential
